I’m Dr. Rafael Santoya — a husband, father, neighbor, parishioner, and public servant with Los Angeles County. Professionally, I bring more than 15 years of experience in quality assurance, conflict management, and oversight of multimillion-dollar health contracts. I’m a candidate for Montebello City Council District 1, with a focus on Infrastructure, Public Safety, Transparency, and accountability.
